Land Rules? For who?

Now, let me start off by saying that I have Indian blood in me so this is at no means a racial remark but...............

Living here in Auburn Wa, we have a rather large casino in town and one of the things that does not make sense to me is the law that is pardoned because of, and I am assuming, it sits on Indian land. That law is a smoke free environment, all the other public places in the State of Washington you must be minimum 25' away from the entrance to the establishment. For some odd reason you can smoke away in the facility! Can we get away with speeding on the hill as well? Can we whack someone on the hill and get away with it? Please if someone out there can justify why this allowed let me know, who knows what else can be done in the casino. This does not anger me but it perplexes me.
